I am not sure that I understand your question. Because you know the calibration and centering samples for PROMIS measures (see Score & Interpret/Interpret PROMIS on this site), you can use that information to aid in interpreting the T-scores from study samples. Whether or not you need to utilize a control group is a methodology question that is answered based on the study aims.

Question from the online audience: Since PROMIS has been based on a national population is it still worthwhile to administer to a sample along with a control group for more direct comparison? (eg controlling for age, gender, ethnicity)
